Unidentified Remains at Ground Zero: 25 Years and Still the Search Continues

For 25 years, the only physical trace of Dennis Scauso, a New York City fire‑fighter, was his mangled helmet. The helmet, with a FDNY badge, was found months after the South Tower collapsed and has been the sole tangible connection to his son, Juliette, who was just four when the tragedy struck.

Scauso’s father had been out of commission that day but traded shifts for overtime. He likely was fighting flames in the South Tower when the building collapsed, but the heat and jet‑fuel fires destroyed most bones and organs, leaving only petri‑dish–sized fragments for forensic work.

From the start of the identification effort, families have been left with an uncertain fate: “I’ve spent essentially my entire life knowing my father died, and learning to live with the fact that we never recovered him,” Juliette says. That cryptic uncertainty has cost more than an opening of a body; it has cost memory, closure, and a sense of complete grieving.

Today, the Office of Chief Medical Examiner still receives weekly calls asking about missing remains. While many families choose to keep the remains at the 9/11 memorial’s repository embedded in bedrock, others opt for secrecy, worried that the new discoveries might reopen old wounds.

But recent advances in forensic investigative genetic genealogy (FIGG) are turning hope into reality. FIGG uses whole‑genome sequencing, comparing DNA fragments to family trees to locate distant relatives who can confirm identity. With each new match, the New York Police Department hunts closer relatives to bring a final name to a name that has been full of questions for 25 years.

Over the past two decades, DNA technology has helped identify 1,495 of the 2,753 victims of the World Trade Center attacks, but 60 percent of casualties remain unidentified. Doctors and forensic scientists note that the technology continues to improve; each high‑resolution DNA sequence opens a new door, and preceding remains are re‑tested with newer methods.

From the dockside, Angela Soler, the office’s director of forensic anthropology, told reporters, “There is real promise in using this approach. there’s hope for more families to receive answers, and hopefully we’ll be able to test more remains in the future.” She added that an identification would not undo the loss but might end a chapter of perpetual uncertainty for families.

For the city, the work carries deep emotion. Officers who arrived at Ground Zero after the first planes splashed into the towers are still informed that some victims may never be found. Yet the work carries purpose. “As long as there are families looking for answers, we’ll keep searching,” Soler vows.

While the story of Dennis’s remains is a small thread in the larger tapestry of 9/11, it underscores how language, memory, and advances in science are intertwined. The ongoing search for identity speaks to the human need to name the body and name the grief, and the use of technology says that a community’s remembrance evolves, even as it keeps some stories hidden for the sake of healing.
