In brief
The ongoing cuts from the Trump administration to the Global Change Research Program jeopardize the National Climate Assessment, a critical report mandated by Congress that analyzes the effects of climate change across various sectors of the U.S. economy.
The Trump administration has significantly reduced funding and staffing for the federal government's primary climate report, known as the National Climate Assessment, prompting grave concerns among scientists. This report, mandated by Congress to be produced every four years, evaluates the impact of climate change on diverse areas, including human health and agriculture. The latest report, published in 2023, is crucial for state and local governments, as well as private sectors, to strategize against global warming consequences.Oversight of this important assessment falls under the Global Change Research Program, a federal initiative created by Congress in 1990. The program collaborates with both NASA and numerous federal agencies to generate this pivotal report, often utilizing external scientific expertise. Recently, NASA has halted work on contracts with ICF International, a consultancy responsible for providing essential staffing and technical support to the program.ICF International's five-year contract, initiated in 2021 and valued at over $33 million, had facilitated the involvement of around 24 staff members who worked alongside federal employees in preparing the assessment. Experts, like Donald Wuebbles, professor in atmospheric sciences at the University of Illinois, express skepticism about the assessment’s feasibility under these new constraints, despite its legal requirement by Congress.A NASA spokesperson mentioned that the agency is streamlining its contracts in line with President Trump's executive orders to improve efficiencies among the agencies involved in this crucial work. However, the future of the National Climate Assessment is uncertain as scientists question the viability of producing the next report without adequate resources and support.
