MINNEAPOLIS, MN — An alarming trend has emerged in Minnesota as federal immigration agents are reportedly impersonating utility and delivery workers to conduct surveillance. Observers, including a local restaurant owner Luis Ramirez, have raised concerns about witnessing men dressed as construction workers acting suspiciously outside businesses.

Ramirez posted a video online showcasing his confrontation with two men who he believed were acting deceitfully. He captured their response as they obscured their faces and attempted to avoid interaction. This is what our taxpayer money goes to: renting these vehicles with fake tags to come sit here and watch my business, he voiced in frustration.

Officials ranging from community advocates to legal observers have noted a spike in sightings of such deceptive practices. Amid a broader immigration crackdown in Minnesota, this strategy fosters an atmosphere of fear among immigrant communities. Legal groups have called attention to the ethics surrounding these so-called ruses, which have become more prevalent during the current administration.

Many believe this shift in tactics is a direct response to local citizen-led immigration tracking networks that have emerged to document and monitor agents' activities. In addition to disguises, Minnesota activists have reported that ambulatory federal officers have altered or swapped license plates of their vehicles in apparent violation of state law.

Naureen Shah from the American Civil Liberties Union emphasized the dangers these strategies pose, stating, If you have people afraid that the electrical worker outside their house might be ICE, you’re inviting public distrust and confusion on a much more dangerous level. Community organizer Jose Alvillar noted, We’ve seen an increase in the cowboy tactics, indicating a larger pattern of discord and disturbance in local immigrant communities.

While federal immigration enforcement has historically used deceptive tactics to gain access to subjects, the recent reports indicate a shift towards a more brazen approach that compromises public faith in law enforcement.
