Smirnov, the former governor of the Kursk region, who is currently facing serious allegations of embezzling millions intended for regional defenses against Ukraine's incursions. The accusations stem from a period during which Ukrainian forces occupied parts of the Kursk region, with their assault commencing in August 2024 as a striking surprise that left many in Russia questioning the state’s preparedness.
