In brief
In a groundbreaking report, South Korea admits to serious adoption malpractices, acknowledging that children were sent overseas under fraudulent circumstances. The findings have encouraged many adoptees to push for acknowledgment and justice for the wrongs committed.
South Korea made a historic acknowledgment on Wednesday of long-standing adoption malpractices that saw children unethically sent abroad, primarily to the United States and Europe, as the nation struggled to cope with the aftermath of the Korean War. The Truth and Reconciliation Commission, a government agency, reported numerous malpractices, including the falsification of documents that depicted children as orphans when they had living parents. This revelation represents a significant moment for the thousands of South Korean adoptees who have been vocal about their experiences and the need for justice.Chairwoman Sun-young Park comforted adoptee Yooree Kim during the presentation of the commission's findings, emphasizing the emotional weight of the investigation. The commission described how children were treated as merchandise, shipped overseas "like luggage." The report also detailed instances where deceased infants were replaced with living children to ensure the continuation of adoptions and profits for involved agencies. As South Korea had promoted international adoptions as a quick fix for its orphan crisis, legal authority was granted to private adoption agencies, enabling them to act as legal guardians and sign children for adoption overseas. Despite previous exposure of such fraudulent activities, this report marks the first acknowledgment from the government, with the commission recommending an official apology for the violation of adoptee rights.Since the end of the Korean War in 1953, an estimated 200,000 South Korean children have been adopted abroad, making it the largest diaspora of intercountry adoptees globally. The South Korean government historically leaned on international adoptions rather than developing a robust welfare system, resulting in this dark legacy that many are now seeking to confront and rectify.
