In brief

A car explosion in a Moscow suburb has claimed the life of Lt. Gen. Yaroslav Moskalik, a high-ranking Russian military officer. His death highlights a pattern of fatal incidents targeting military figures linked to the conflict in Ukraine, as international diplomacy efforts unfold.

A senior Russian military officer was killed on Friday in a car explosion in Balashikha, a suburb located east of Moscow, according to Russian investigators. The Investigative Committee of Russia, akin to the F.B.I. in the U.S., has labeled the officer, Lt. Gen. Yaroslav Moskalik, as a pivotal member of the Russian General Staff involved in operational planning. Following this incident, the Committee has launched a criminal investigation into the circumstances surrounding the explosion. This incident occurs alongside reports indicating that Steve Witkoff, a special envoy during the Trump administration, was likely in Moscow for high-stakes negotiations with President Vladimir V. Putin. As efforts to broker peace in Ukraine intensify, Putin has rebuffed calls for a swift resolution, continuing airstrikes on civilian targets.General Moskalik's assassination aligns with a disturbing trend of violence targeting individuals perceived as adversaries of Kyiv within Russian territory. Ukrainian authorities did not provide comment on the officer's death. In earlier incidents, prominent pro-Russian figures and military officers have fallen victim to bomb attacks in Moscow. Notably, in February, Armen Sarkisyan, a pro-Russia separatist, was killed in a similar explosion, and in December, Igor Kirillov, a general responsible for Russia's chemical and nuclear defenses, was also assassinated. During the latter event, a representative from Ukraine's S.B.U. security service claimed responsibility for the killing. Maria Varenikova contributed to this report, while Ivan Nechepurenko continues to cover developments across Russia, Ukraine, Belarus, and the surrounding regions from Moscow.
